[ARCHIVED] City of Killeen presents after-action review, following city-wide boil water notice

City officials evaluated strengths, weaknesses, opportunities and threats

KILLEEN, Texas (Feb. 2, 2021) – City of Killeen officials presented an after-action review (AAR) on the October 2021 boil water notice (BWN) during Tuesday’s City Council workshop meeting, using a SWOT analysis (identifying strengths, weaknesses, opportunities and threats). 

 

Strengths included quick communication with stakeholders and early planning for distributing water. Weaknesses named were the need for clearer instructions to the public and antiquated information tracking systems. 

 

The report included four, main improvement areas going forward, which were working with the Bell County Water Control and Improvement District (WCID) to establish a consistent chlorine conversion plan, completing the install of the three remaining chlorine booster stations, providing training on the complex water systems and proactively creating actionable messaging through graphics.

 

“We tried to be very transparent throughout the process from day one,” Jeffery Reynolds, the Executive Director of Public Works, said during Tuesday’s City Council workshop meeting. “We did daily updates to council, we did videos, we did a lot to make sure we were being transparent through the process.”

 

The Texas Commission on Environmental Quality (TCEQ) conducted an eight-hour training on chloramine disinfection in December 2021 with the City of Killeen, WCID and other stakeholders who purchase their water from WCID. The second portion of that training will be on Feb. 16 and TCEQ will help address the nitrification action plan going forward.

 

The city-wide boil water notice lasted from Oct. 19 – 29, 2021. WCID #1 services the cities Belton, Copperas Cove, Killeen, Harker Heights, Nolanville and the Fort Hood Military Reservation.

 

On Tuesday, City officials again confirmed that as of November 2021, the City of Killeen’s TCEQ rating has maintained a superior rating since February of 2019 and this BWN has not negatively affected the City’s standing.
