KILLEEN, Texas (July 16, 2025) – Every two years, the City of Killeen conducts a survey to assess how well the city government meets the needs of its citizens and to identify key areas of concern. The biennial survey is one of the many ways that residents can provide input on the community services that they receive. ETC Institute, a national market research firm, administers the survey.
Initiated in 2023, this biennial survey is a priority for the City Council as they seek input from community members on essential services like public safety, economic development, streets, code enforcement, and recreation. It measures citizen satisfaction with these services and helps establish priorities for improvements and long-term planning. Key areas assessed include public safety (police, fire, and emergency management), public works and utilities (streets, transportation, code enforcement, and water service), parks and recreation, communications, quality of life, and overall satisfaction with city services relative to costs.
The survey will significantly influence future decisions for the City and ensure that Killeen's priorities align with residents' needs. By actively seeking resident input, city leaders can use the responses to better identify and address opportunities and challenges facing the community.
The entire survey process will take place via mail, online, and digitally over two months. Recently, the firm mailed out surveys based on 2023 Census data and demographics, using both randomized and non-random samples. The online phase of the survey will occur from July 21 to August 4 and will include 35 questions. Residents can view and take the online survey, if they choose, via the link: https://killeensurvey.org/. All individual responses will remain confidential with ETC Institute.
In the last comprehensive citizens' survey conducted in 2023, 78% of residents reported satisfaction or neutrality regarding the overall quality of life in the city. The results of the 2025 survey will be publicly presented once the assessment report is complete.
