[ARCHIVED] 7-23-20 Public Invited to Budget Briefing July 28

Entire proposed budget document is available online.

City Manager Kent Cagle delivered his Fiscal Year 2021 Proposed Annual Budget to City Council and made it available for public review July 7. He will host a budget briefing for the public July 28 at 5 p.m. at City Hall.

The entire 423-page budget document is available at KilleenTexas.gov/Budget. Embedded quick links in the Table of Contents allow users to easily access fund and department level details.

As proposed, the budget is balanced and allocates $204 million in expenditures across multiple funds. The City Manager’s Message on pages 10 through 15 gives an overview of significant items included in the proposal. The All Funds Summary on page 18 provides a succinct accounting of total revenues and expenditures in each fund as proposed and for the previous three fiscal years.

Delving deeper into the proposal, each fund is summarized then broken down by department or function with revenue and expense line item detail.

The General Fund, which is primarily supported by property and sales taxes, is budgeted at $97 million for the coming year with a projected ending fund balance of 21.67%. It proposes to decrease the property tax rate to 72.15 cents per $100 valuation from the current rate of 74.98 cents.

A water rate increase is proposed in the Water & Sewer Fund. A recent rate study recommended a $1.46 increase in the monthly base rate. That increase has been included in the proposed budget pending City Council’s approval.

A budget public hearing is scheduled at the August 4 City Council Meeting at 5 p.m. at City Hall. A tax rate public hearing is scheduled at the August 18 City Council Meeting at 5 p.m. at City Hall.

Budget adoption is scheduled September 8. The new fiscal year begins October 1, 2020 and ends September 30, 2021.

For those unable to attend the budget briefing in person, the presentation will be web streamed live and archived for playback on the City’s website, KilleenTexas.gov. It will also be broadcast live on Spectrum Cable Channel 10. Questions about the budget can be submitted to Budget-Team@KilleenTexas.gov by 5 p.m. July 27 to be addressed during the briefing.
