[ARCHIVED] Killeen Fire Department achieves ISO Class 1 Rating

Killeen among elite group of departments nationwide to achieve top ranking.

KILLEEN, Texas (Nov. 6, 2025) –The Killeen Fire Department has been redesignated as ISO Class 1 by the Insurance Services Office (ISO), placing it among an elite group of fire departments nationwide that have achieved the highest level of fire protection classification.

The ISO Public Protection Classification (PPC) program evaluates fire departments on a scale of 1 to 10, with Class 1 representing superior fire protection capabilities. Only a small percentage of fire departments across the United States achieve this top rating, which reflects exceptional performance in fire suppression, emergency communications, water supply systems, and community risk reduction.

“This ISO Class 1 redesignation is a testament to the dedication, professionalism, and hard work of every member of the Killeen Fire Department,” said Killeen Fire Chief Jim Kubinski. “It demonstrates our commitment to providing the highest level of fire protection and emergency services to our community.”

The ISO evaluation assessed the department across multiple critical areas, including:

  • Fire Department Operations: Personnel staffing, training programs, equipment maintenance, and deployment capabilities
  • Water Supply Systems: Availability and condition of fire hydrants, water flow capacity, and distribution infrastructure
  • Emergency Communications: 911 dispatch efficiency, telecommunication systems, and emergency reporting quality
  • Community Risk Reduction: Fire prevention programs, public safety education, and fire investigations

This elite classification carries significant benefits for Killeen residents and businesses. The ISO rating is used by insurance companies to help establish property insurance rates, and a Class 1 rating typically results in lower homeowners and business insurance premiums. The improved rating reflects the fire department’s enhanced ability to minimize fire damage and protect lives and property.

The redesignation recognizes recent investments and improvements in fire protection infrastructure, including upgraded equipment, enhanced training programs, expanded personnel, and improved emergency response systems that ensure rapid, effective response to emergencies throughout the community.
