KILLEEN, Texas (October 3, 2023) – The City of Killeen’s Downtown division is offering Expanded Improvement Grants for qualified business owners to improve and renovate buildings.
The purpose of the grants is to reduce vacancy and increase business retention in the Historic Overlay District (HOD) by assisting property owners and tenants with funding to renovate historic buildings for occupancy by long-term or short-term uses that generate significant pedestrian foot traffic in downtown.
Grants may be awarded to property owners or tenants for exterior and interior improvements to commercial property within the HOD. This program is intended for renovations and repairs that do not exceed a total project cost of $100,000. This grant will match funds of 80% of the total renovation to $25,000 and provide a 50% match to $50,000.
The Expanded Improvement Grants expand upon the long-standing façade grant program that covered eligible expenses such as re-pointing of brick or painting (including murals), replacing doors and windows, replacing awnings, outdoor hard-scape improvements, and lighting, signage, and other minor exterior repairs. This Expanded Improvement Grant will add eligible Interior improvements such as asbestos abatement, structure stabilization (repair and replacement of foundations, footers, load-bearing walls, and roofing systems), plumbing or other environmental quality improvements like BPAT/FOG (backflow prevention/fats, oils grease), fire code improvements, ADA improvements, basic electrical and HVAC, room and space reconfiguration including wall relocations, energy efficiency improvements, and other minor interior repairs.
