Consolidated Submissions - HUD Grant Programs

Consolidated plan submissions are applicable to the programs funded through the U.S. Department of Housing and Urban Development (HUD) as authorized under Title I of the Housing and Community Development Act of 1974, as amended (42 U.S.C. 5301 et seq.).

Office of Community Planning & Development

HUD’s Office of Community Planning and Development (CPD) seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low- and moderate-income persons. The primary means towards this end is to extend and strengthen partnerships among all levels of government and the private sector, including for-profit and non-profit organizations, in the production and operation of affordable housing. 

Consolidated Planning

A consolidated plan document establishes a unified vision for community development actions offering local jurisdictions the opportunity to shape the various housing and community development programs into effective, coordinated neighborhood and community development strategies. It also creates the opportunity for strategic planning and citizen participation to take place in a comprehensive context, and to reduce duplication of effort at the local level. 

Consolidated planning also encourages and empowers local residents by giving them a voice in the future of their neighborhoods; stimulates community-based organizations; and enhances the management skills of existing organizations so they can achieve greater production capacity.

The City of Killeen 5 Year Consolidated Plan Online Information and Engagement Meeting was held on December 16, 2024. Consolidated Strategic Plan

The HUD Consolidated Strategic Plan (CSP) document encompasses a 3- or 5-year period in which the jurisdiction details a course of action for assessing and meeting housing and community development needs, serves as an application for federal funds, and is required from entitlement communities participating in U.S. Department of Housing and Urban Development (HUD) grant programs.

Annual Action Plan

Each plan year of the CSP - the fiscal year Annual Action Plan (AP) – describes the activities and programs designed to address the objectives identified in the three- or five-year plan.

Subsequently, each annual plan is followed by a progress report known as the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER conveys outcomes in direct correlation to the CSP objectives and goals.
