HOME-American Rescue Plan

January 6, 2023 - In accordance with the HOME-ARP Notice CPD-21-10 the City of Killeen has developed an Allocation Plan for the HOME-ARP funds. The Killeen HOME-ARP Allocation Plan will be submitted to HUD as a substantial amendment to the Community Development Division’s Program Year 2021-22/Fiscal Year 2022 Annual Action Plan.  

The HOME-ARP allocation plan must describe how the Killeen intends to distribute HOME-ARP funds, including how it will use these funds to address the needs of HOME-ARP qualifying populations. The HOME-ARP allocation plan must include: 

  • A summary of the consultation process and results of upfront consultation; 
  • A description of HOME-ARP qualifying populations within the jurisdiction; 
  • An assessment of unmet needs of each qualifying population; 
  • An assessment of gaps in housing and shelter inventory, homeless assistance and services, and homelessness prevention service delivery system; 
  • A summary of the planned use of HOME-ARP funds for eligible activities based on the unmet needs of the qualifying populations; 
  • An estimate of the number of housing units for qualifying populations the PJ will produce or preserve with its HOME-ARP allocation; and 
  • A description of any preferences for individuals and families in a particular qualifying population or a segment of a qualifying population;
  • A summary of comments received through the public participation process and a summary of any comments or recommendations not accepted and the reasons why. 

The City of Killeen was granted $1,778,641 of funds from the U.S. Department of Housing and Urban Development (HUD) under section 3205 of the American Rescue Plan Act (P.L. 11702)(“ARP”), for the Home Investment Partnership Program (HOME) to provide homelessness assistance and supportive services. This program is known as the HOME-American Rescue Plan or “HOME-ARP.”

Funds are eligible for development and support of affordable housing, tenant-based rental assistance (TBRA), provision of supportive services, and development of non-congregate shelter units for Qualified Populations (QP’s) who are Homeless, At-Risk of Homelessness, Fleeing or attempting to flee domestic violence, Other populations where supportive services or assistance would prevent homelessness or serve those with the greatest risk of housing instability, and Veterans and families that include a veteran family member who meet one of the previous criteria.

Prior to receiving the HOME-ARP allocation, the City of Killeen must develop, through consultations with local housing and service providers, housing developers, Continuums of Care, homeless and domestic violence service providers, veterans’ groups, public housing agencies (PHA’s), public agencies that address needs of the QP’s, and public or private organizations that address fair housing, civil rights, and needs of persons with disabilities, that serve the within the Killeen area and potential collaborations for administering the HOME-ARP funding. This will provide a basis and strategy for distributing HOME-ARP funds for eligible activities to best meet the needs of the QP’s in Killeen.

The Community Development Department invites your participation in development of the Killeen HOME-ARP Allocation Plan (“Plan”) to identify gaps in housing and support service needs of qualifying populations (QP’s) who are homeless, at-risk of becoming homeless, fleeing/attempting to flee domestic violence, other populations that are at increased risk of homelessness due to housing instability, and who would benefit from services in prevention of situations of unstable housing.

COMMUNITY CONSULTATIONS SCHEDULED

The following dates are scheduled for the required consultation to receive information and begin to develop the Killeen HOME-ARP Plan.  Each consultation session is expected to last approximately 45 minutes and is scheduled via ZOOM meetings.
