Funding Information

Funding committed to providing decent, safe, and affordable housing to low- and moderate-income households while alleviating the problems of excessive rent burdens, homelessness, and deteriorating hosing stock. HOME funds can be used to assist a community’s needs and resources by funding a broad range of activities including new construction, rehabilitation/reconstruction, assistance to homebuyers, and tenant-based rental assistance. Eligible entities include Community Housing Development Organizations, developers, owners, and sponsors. This program requires matching funds.

Community Development Block Grant (CDBG) Program

Funding Information

Flexible funding that provides resources to address a wide range of unique community development needs ensuring decent affordable housing, services to the most vulnerable in our community, and to create jobs through the expansion and retention of businesses. Each CDBG project must meet one of three National Objectives - Benefit low and moderate income persons; Aid in prevention or elimination of slum or blight; or Meet other community development needs having a particular urgency because existing conditions pose a serious immediate threat to health or welfare of the community and other financial resources are not available to meet such needs. Eligible entities include:

  • City departments
  • Faith-based and religious organizations*
  • Neighborhood based non-profit organizations*
  • Other (local) governmental entities
  • Public service/Human service agencies*

*A non-profit organization must have its 501©(3) or (4) IRS tax-exempt status at the time of submission of the application for funding.

Funding Schedule for Program Year 2025-2026

The PREAPP Technical Assistance Workshop. All applicants are required to attend the PREAPP Workshop. The PREAPP Workshop will be conducted on February 20, 2025, 1:00 p.m. - 3:00p.m. at the Community Development Training Room 802 N. 2nd Street, Bldg. E Killeen, Texas 76541. 

The PREAPP Application Portal opens February 24, 2025, and closes on March 7, 2025. Eligible applicants will be notified by email and have access to Annual Application for Funding (AFF) on March 12, 2025. The AFF closes on April 9, 2025, at 5:00 p.m.

Technical Workshops & Program Funds Allocation

CDBG & HOME PROGRAM FUNDS ALLOCATION

All City of Killeen CDBG and HOME program funds are allocated through a competitive process. The process begins with Community Planning Meetings, followed by the publication of a Notice of Funds Availability (NOFA) and requests for proposals from eligible entities for eligible activities. Annual allocations of CDBG and HOME program funds are made through recommendations from the Community Development Advisory Committee (CDAC) to the Killeen City Council. 

PRE-APPLICATION WORKSHOPS

Pre-Application Workshops will be held for interested Applicants considering submittal of an Application for Funding under the City of Killeen CDBG and HOME programs. The workshops will provide a comprehensive review of the minimum requirements necessary of each applicant entity outside of City Departments. These minimum requirements will be applicable to applicants and proposed activities submitted during the PY 2020-2024 Consolidated Strategic Plan under HUD program years 2020 through 2024 (October 1, 2020, October 1, 2021, and October 1, 2022, October 1, 2023, October 1, 2024).

Pre-Application Workshops were held on February 9, 2024 and February 14, 2024

The Pre-Application is a simple process requiring the applicant to provide basic information about the proposed activity/project/program/service and the applicant’s formal documentation associated with the applicant/entity type.


The Program Year 2023-2024 Pre-Application Workshop schedule consisted of attending one (1) workshop offered from the schedule. The workshops were made available either in person (space is limited) or via one of the scheduled Zoom Meetings. All interested applicants who wanted to submit an application for funding were required to register and attend one (1) pre-application workshop.   

REQUEST FOR PROPOSALS/APPLICATION FOR FUNDING (AFF)

Annual Applications for Funding (AFF) will be provided to applicant/entities who have attended a pre-application workshop and have received an “eligible to apply” status from the Community Development Division.   The AFF will be first available on February 21, 2023, for an applicant/entity receiving notice of “eligibility to apply”.

The PY24 Application for Funding (AFF) deadline is 5:00 PM CST, April 8, 2024.

***AFFs must be submitted as a ‘Zip File’ in accordance with the AFF Instructions.

PRIORITIZATION (MAY 10 and 11, 2023)

CDAC prioritizes the proposals in accordance with the National Objectives and eligible activities that will benefit low- and moderate-income persons through Area Benefit, Limited Clientele, or by Urgent Need. This is a public meeting and will be held at the Killeen Community Development Training Room, 802 N. 2nd Street, Bldg. E, Killeen, TX 76541 (check the Boards and Commissions schedule for meeting Agenda).

RECOMMENDATIONS To Killeen City Council

CDAC prepares their recommendations and presents those priority proposals, through two Public Hearings, to the Killeen City Council. Currently, the presentations are scheduled for June 27, 2023 and July 25, 2023 (check the Council Meeting schedule and Agenda). 

HUD APPROVAL of Annual action plan 

Upon Council approval, the proposed projects/programs/activities are submitted to HUD in the Annual Action Plan (AAP) 2023. Final approval of the AAP 2023 is generally granted in late September. Community Development Staff prepares and executes grant agreements with the approved entities to begin their project/program/activity.

The process continues with presentation of proposed eligible activities (projects/programs) by approved applicant entities to the Community Development Advisory Committee (CDAC).

Prioritization (May)

CDAC prioritizes the proposals in accordance with the National Objectives and eligible activities that will benefit low- and moderate-income persons through Area Benefit, Limited Clientele, or by Urgent Need.

Recommendations (June- July)

CDAC prepares their recommendations and presents those priority proposals, through two Public Hearings, to the Killeen City Council.

Approval (August)

Upon Council approval, the proposed projects/programs/activities are submitted to HUD for final approval, which is generally granted in late September or early October. Community Development Department Staff prepares and executes grant agreements and the approved proposals from eligible entities can begin their project/program/activity.
