Homebuyer Assistance Program (HAP)

The City of Killeen has identified a housing need that enables low to moderate-income individuals or families to own their own home. Through the use of Home Investment Partnerships (HOME) Program funds, provided by the U.S. Department of Housing and Urban Development (HUD), the City of Killeen has established a First Time Homebuyer Assistance Program.

The First Time Homebuyer Assistance program, also known as HAP, provides up to $7,500 for down payment and closing cost assistance to first time homebuyers purchasing a home within the corporate city limits of Killeen.

The HAP rules and policies are governed by statutory and regulatory requirements of the Home Investment Partnerships Act (HOME) program issued by the U.S. Department of Housing and Urban Development (HUD) Community Planning & Development offices and are subject to change.

HAP Requirements

Homebuyers must be able to qualify for a mortgage loan with one of the HAP approved mortgage lenders and:

  • Attend eight hours of home buyer education classes, (five hours are required prior to submitting the application for assistance and three hours after the home has been purchased)
  • Contribute a minimum of $500 toward the purchase of the house
  • Have minimum income based on the total number of household members (see hap min-max income limits chart (PDF))
  • Occupy the assisted home as their primary residence for the duration of the affordability period
  • Participate in the hap annual verification of residency confirmation

Homebuyer Education Classes

The Homebuyer Education Classes are available to all persons considering the purchase of their first home. The homebuyer education course also meets the requirements for other purchase assistance programs (check with your mortgage lender). Classes are limited to 45 persons per class and are held at; 8 a.m. to 1:00 p.m. for English language and 1:30 p.m. to 6:00 p.m. for Spanish language.  Classes are held at the City of Killeen Community Development Training Room, located in the:
