City of Killeen Earns National Recognition for Financial Reporting Excellence

City earns national recognition for financial transparency and excellence in public financial reporting.

KILLEEN, Texas (Jan. 2, 2026) – The City of Killeen has earned the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its Fiscal Year 2024 Annual Comprehensive Financial Report (ACFR). This marks the 35th consecutive year the city has received the award, having earned it continuously since 1990.

The report was evaluated by an impartial panel to meet the program’s high standards, demonstrating a strong commitment to transparent and comprehensive financial disclosure.

The Certificate of Achievement is the highest recognition in governmental accounting and financial reporting. It honors a government and its management commitment to transparency, accountability, and high professional standards.

All sections of the City’s Fiscal Year 2024 ACFR received a rating of “Proficient,” reflecting the accuracy, consistency, and quality of the report. Areas reviewed included the auditor’s report, management’s discussion and analysis, financial statements, notes, supplementary information, and statistical data.

“This recognition reflects the exceptional work of our Finance team and the strong internal controls across the organization,” said Judith Tangalin, executive director of finance. “It demonstrates our continued commitment to fiscal responsibility, transparency and stewardship of public resources.”

The achievement reflects collaboration among the City’s Accounting, Budget and Purchasing divisions, ensuring compliance with national standards and clear, reliable financial information for the public.

The City also consistently receives the GFOA’s Distinguished Budget Presentation Award, highlighting excellence in financial planning, budgeting, and reporting. The GFOA review process encourages governments to produce financial reports that go beyond minimum requirements and effectively communicate financial information to residents, officials, and stakeholders.
