[ARCHIVED] City’s proposed budget available for review, final public hearing Sept. 6

Budget due to be adopted on Sept. 13 for new 2023 fiscal year that begins Oct. 1

KILLEEN, Texas (Aug. 30, 2022) – Killeen residents are invited to a final public hearing on the Fiscal Year 2023 Proposed Annual Budget to City Council on Tuesday, Sept. 6. The new budget is scheduled to be adopted on Sept. 13.

General Fund expenditures for FY 2023 are $112.5 million, which is $6.2 million (5.8%) higher than the FY 2022 adopted budget. The increase is mostly attributed to six actions, including the 3% civil service cost of living adjustment ($1.2 million), absorbing $1 premium pay for certain public safety employees ($1.4 million), and a 3% cost of living adjustment for classified employees ($674,099).

The General Fund is the primary operating fund of the City of Killeen. It accounts for basic City services, such as police, fire, street maintenance, and parks and leisure services. The three, primary sources of revenue for this fund are sales tax, property tax, and franchise taxes.

City Manager, Kent Cagle, first presented the proposed budget to council on July 5. That presentation, as well as the full 467-page document are available on the City’s website at www.KilleenTexas.gov/Budget. Residents are encouraged to review the budget brief, which is 18 pages of highlights, as well as the proposed Capital Improvement Plan and presentation from July 5, budget presentations from July 5, July 19, July 26 and Aug. 16, and the Property Tax Presentation for setting the preliminary tax rate on Aug. 2.

The City Manager’s Message on pages 33-40 provides an overview of significant items included in the proposal. The ‘All Funds Summary’ begins on page 50 and provides a succinct accounting of total revenues and expenditures in each fund as proposed and for previous three fiscal years.

Citizens can go to each department and review a breakdown of revenue and expenses, along with goals for 2023 and accomplishments in 2022.

The City has produced four videos explaining the budget process and details within it, and Mayor Debbie Nash-King released a fifth video breaking down the budget and inviting citizens to be a part of the review process.
