Homebuyer Assistance Program (HAP)
The City of Killeen has identified a housing need that enables low to moderate-income individuals or families to own their own home. Through the use of Home Investment Partnerships (HOME) Program funds, provided by the U.S. Department of Housing and Urban Development (HUD), the City of Killeen has established a First Time Homebuyer Assistance Program.
The First Time Homebuyer Assistance program, also known as HAP, provides up to $14,500 for down payment and closing cost assistance to first time homebuyers purchasing a home within the corporate city limits of Killeen.
The HAP rules and policies are governed by statutory and regulatory requirements of the Home Investment Partnerships Act (HOME) program issued by the U.S. Department of Housing and Urban Development (HUD) Community Planning & Development offices and are subject to change.
Homebuyers must be able to qualify for a mortgage loan with one of the HAP approved mortgage lenders and:
- Attend the Killeen Introduction to Buying a Home course, virtually by group or digitally as an individual, and successfully master the course Knowledge Review quiz;
- Have a minimum annual household income based on the total number of household members (see hap min-max income limits)
- Receive a maximum of 4 hours of individualized pre-purchase Housing Counseling from a HUD Certified Housing Counselor;
- Complete and submit the HAP Application and, be determined HAP Eligible prior to executing a Residential Sales Contract;
- Contribute a minimum of $1000 as Earnest Money, and pay the Option Fee; paid at the time the Residential Sales Contract is executed;
- Receive a maximum of 3 hours individualized post purchase Housing Counseling from a HUD Certified Housing Counselor;
- Occupy the HAP assisted home as a primary residence for 5-years from the date of purchase; known as the Affordability Period;
- Participate annually in the HAP Confirmation of Residency during the affordability period
You are invited to attend the Killeen Introduction to Buying a Home course either virtual or digital. The virtual course is offered via the ZOOM Meetings platform and the digital course is offered prerecorded through presentation software. Please register for any of the listed group sessions - information is the same for each date, or register for the individual session - the course connection will be emailed within 2 business days. The homebuyer education course is a great opportunity for all persons considering the purchase of their first home or to reintroduce the homebuying process to previous owners. The course information is available in both English and Spanish languages.
Virtual Registration provides a response 10 days prior to the event date - You must confirm your attendance by email reply within 5 days prior to the event date. You will be required to obtain the documents in person at the Community Development offices or by email where you will print the documents for yourself. Only those persons with the class materials packet will be provided the access link for the virtual course presentation. Please remember, you must reply to confirm your space for the virtual class and if you selected to pick up the class materials packet, do so by 6 pm the day before the class!
COMING SOON - Digital Registration provides a response within 2-business days and you will be required to obtain the documents in person at the Community Development offices or by email where you will print the documents for yourself; the digital course must be completed within 10 days or the course link will expire.
We are excited to continue the virtual course and now offer the digital (prerecorded) course delivery methods for your busy life! You will need to complete the course Knowledge Assessment to receive the certificate of attendance, a must for applying for the City of Killeen First Time Homebuyer Assistance Program.

HAP Lenders & Certified Real Estate Agents
NEW MORTGAGE LENDERS - HAP is seeking local mortgage lenders to participate in the Killeen First Time Homebuyer Assistance Program. Mortgage Lenders must: operate the business within the corporate city limits of Killeen OR operate the business in a city that borders the city limits of Killeen; conduct business through a local office having regular business hours; and must complete a participation questionnaire and receive written approval for participation as a Killeen HAP approved lender. Interested mortgage lenders should contact the Community Development Department for more information.
HAP A/L CERTIFICATION - HAP requires a knowledge review for professionals working with the Killeen First Time Homebuyer Assistance Program. The HAP A/L Certification is for Real Estate Agents/Brokers, approved Mortgage Lenders and support Staff. The certification consists of a presentation on the Killeen First Time Homebuyer Assistance Program and a knowledge review with a certificate; certifications expire after 2 years. The HAP A/L Certification is presented via virtual classroom on the Zoom web platform. This course is free of charge and course registration is available below; select for the course date you would like to attend. Confirmation will be sent on Tuesday the week of the class; materials can be emailed or picked up at our downtown Killeen offices.
Course dates: No classes in May, July, September, December 2022.
